On 21 January this year, CNV Vakmensen opened the ball regarding the new cleaning collective agreement. After all, this new collective agreement was supposed to come into force from 1 July 2021, but measures due to the corona pandemic meant that holding the collective agreement negotiations proved impossible. The social partners therefore agreed to maintain the existing collective agreement until 31 December 2021.

Now that the measures have been relaxed, it is possible to negotiate responsibly. The game is right on the wagon.
CNV Vakmensen performs kick-off
CNV Vakmensen performed the kick-off and was the first to put its proposals for collective bargaining changes on the table. These proposals were adapted in parts to the wishes it submitted at the beginning of the year, both in terms of content and duration. The FNV Cleaners' Parliament adopted its proposals on 23 September, but will not go public with these until 30 September.
FNV Schoonmaak director Renate Bos does give a sneak preview: ‘Healthy to Pension’ has been set by the Cleaners“ Parliament as one of the top demands for the collective agreement: ”For us, that means: Getting to your retirement in a healthy way by being able to work less, in a way that is financially feasible." Employer organisations
Employers' organisation Schoonmakend Nederland responds -as usual in such negotiations- after the first session with the unions. In this session, the demands will be further explained by the unions. This session will take place on 4 October.
Employers' organisation SieV said earlier that it did not want to be a discussion partner for reasons of its own. SieV does, however, advocate a modernisation of the collective agreement to which it has proposed a comprehensive document prepared.
Solid package
The collective agreement amendment proposals as addressed by CNV Vakmensen to Schoonmakend Nederland on 27 September can be qualified as robust, according to the Clean Totaal editors. 10% wage increase in 2 years, abolition of youth wages etc. will have a considerable impact. We have listed the main amendment proposals below:
- 2-year collective agreement (1 January 2022 - 31 December 2023)
- Pay increase of 5% from 1 January 2022 as from 1 January 2023 (total 10%)
- Abolish youth wages
- Surcharges for special hours under the collective agreement the same for all employees, in other words: weekend surcharges hotel cleaning up
- Minimum payout of 1 hour per object per day
- Early retirement scheme (RVU): set up so that executives can retire early 3 years before their state pension age
- When using the long-term care leave scheme (informal care): 70% continued salary payment
- Determine work/travel time ratio, where total commuting time can be up to half of working time, with max of 1.5 hours per day. Travel time drivers = working time.
- Compensation of €5.00 per week for cleaners doing laundry at home for their object (compensation per kg is also negotiable)
In addition, CNV Vakmensen wants a study on the effect of workload per increasing age and better (individual) information on RVU/Pension by pension consultants in the sector. Furthermore, the union wants a repeat of the basic cleaning course and (compulsory) training of new managers every five years. CNV Vakmensen also wants the extension of the training budget for training outside the sector and the introduction of the time-for-time scheme in the case of extra hours worked. Finally, it is CNV Vakmensen's wish that, in the context of sustainable employability, employees need not be on-call outside the agreed working hours.
What system is being played?
Now that the kick-off has been made by CNV Vakmensen, the first thing to follow is the one-two punch with FNV Schoonmaak. Indeed, they will reveal their demands later this week.
